3、投標人資格要求
投標人應具備的資格或業績:*（1）投標人須按招標文件第一冊第四章格式IV-9.資格證明文件格式的要求填寫和提交有關資料。
*（2）投標產品原產地在關境外的投標人必須是制造商；或者是制造商直接授權的代理商（進口產品開標前未進入中國關境內的，投標人必須是在關境外注冊的公司；進口產品開標前已進入中國關境內的，投標人必須是在關境內注冊的公司），代理商投標需具備以下條件：
①必須提供制造商對本次投標的唯一正式授權書（授權書必須由制造商直接授權，不允許二級授權）；授權書中應包括″制造商對產品及售后服務質量負責”的相關內容和制造商聯系人及聯系方式，并確保制造商聯系人能夠協調處理項目執行過程中的重要事項（對于此要求，制造商也可在授權書外另行出具書面承諾/說明），否則不接受代理投標；
②投標人在當地依法登記注冊的時間距開標日滿三年，需提供營業執照等注冊登記的有效證件復印件；
③距開標日三年內，投標人須具有同類產品至少兩個不同年份的銷售業績，需提供證明其銷售業績的合同或訂單復印件（至少提供2份不同年度的合同或訂單復印件），并由投標人代表簽字或蓋章。
*（3）投標產品原產地在關境內的投標人必須是制造商（不接受代理商投標）。
*（4）投標人未被中國石油招標投標網(www.cnpcbidding.com)暫停或取消投標資格。（根據《中國石油天然氣集團有限公司投標人失信行為管理辦法》的規定，失信分達到8分時，暫停投標人的投標資格半年；失信分達到9分時，暫停投標人的投標資格一年；失信分達到10分暫停投標人的投標資格兩年。失信分10分以上，或在暫停期間再次發生失信行為的，取消集團公司范圍內的投標資格三年。期滿重新獲得投標人資格的，失信分不清零，有效期順延三年。）上述內容以評標委員會現場在對應網站的查詢結果為準。
*（5）投標人未被納入中石油集團公司供應商、承包商、服務商黑名單（集團公司供應商、承包商、服務商黑名單可在中國石油招標投標網/www.cnpcbidding.com查詢）。
*（6）距開標之日前一年內，投標人在中國石油物資有限公司組織的招標活動中對評標結果的無效投訴（包括中石油集團公司機電辦處理結果為：不予受理、駁回、維持原評標結果）達到一次及以上的，投標將被否決。
*（7）投標人須提供開戶銀行在開標之日前三個月內開具的資信證明原件或該原件的復印件（由投標人代表簽字或蓋章）。
