投標人應具備的資格或業(yè)績:（1）資格要求
Requirements for Qualification of Bidder

A．★營業(yè)執(zhí)照：如果投標人為境內(nèi)注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務登記證及組織機構代碼證或證照合一的營業(yè)執(zhí)照；如果投標人為境外注冊公司，需提供有效的公司登記注冊證明。

A．★Business licence: The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B.★資格要求1:

所投產(chǎn)品為國內(nèi)產(chǎn)品：不允許代理商投標
所投產(chǎn)品為境外產(chǎn)品：允許制造商或成撬商或代理商投標。

投標人為代理商時，應得到本次投標所投產(chǎn)品制造商或成撬商的唯一合法授權，并需提供以下材料（蓋制造商或成撬商公章）：
1）在有效期內(nèi)的授權書；
2）制造商承諾函，承諾投標所投產(chǎn)品為制造商（或成撬商）工廠生產(chǎn)。

投標人為 ，應具有合法有效的營業(yè)執(zhí)照和上級單位法人授權書， 與上級法人單位只可一家參與投標，如果同時參與投標，投標均無效。

B．★The bid products are domestic products：Agents are not allowed to bid.
The bid products are overseas products：Manufacturers or skid makers or agents are allowed to bid
If the bidder is an agent, shall obtain the sole legal authorization of the manufacturer or skid maker of the products in the bid, and shall provide the following documents(stamped with the official seal of the manufacturer or skid maker) :
1）Letter of authorization within the validity period;
2）Manufacturer's commitment letter, promising to tender the goods to be produced by manufacturer's (or skid maker's) factory.
If the bidder is a branch company, it should have a legal and valid business license as well as a letter of authorization from the legal entity of its superior unit. Only one entity, either the branch company or its superior legal entity, is allowed to participate in the bidding. If both entities participate simultaneously, their bids will be deemed invalid.

   The seawater lift pumps the bidder selected should be manufacturer’s proven products, unused prototype equipment shall not be acceptable, the seawater lift pumps need to meet below requirements:
投標人為LW3-1CEP平臺提供的海水提升泵必須是制造商的成熟產(chǎn)品，招標人不接受未經(jīng)使用的試制產(chǎn)品。
海水提升泵均要滿足以下要求：
The manufacturer of the bidding product shall have reference (the signature date of contract shall be within the period from January 1st, 2014 to the deadline for submission of bids) of at least 2 sets of the seawater lift pumps (electric submersible pump，the capacity not less than 2700m3/h,the head is not less than 59m or The pressure difference is greater than or equal to 0.59Mpa).
在 2014年 1 月 1 日至截標日期間（合同簽約時間），投標人所投產(chǎn)品的制造商至少有2套海水提升泵的項目供貨業(yè)績（泵類型為電潛泵，流量≥2700m3/h，揚程≥59m或壓差≥0.59Mpa）。

The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to:
1)Copies of sales contract (including cover page,signingd page and technical appendix etc) and 2)Receiving certificate of arrival of goods.The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods, name of project, technical requirements and Arrival acceptance materials (including arrival receipt, commissioning qualification certificate,classification society certificate etc.)If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project,Pump type is electric submersible pump, flow , head or pressure difference ，receiving certificate of arrival of goods（Receipt of goods signed by the purchaser）, the relevant reference will be deemed invalid.
投標人須按規(guī)定格式提交業(yè)績表，并提交相關業(yè)績證明文件。
業(yè)績證明文件包括但不限于：1）銷售合同原件掃描件（含相關技術附件）和2）到貨驗收材料。
投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同首頁、簽字蓋章頁、合同簽署時間、制造廠家名稱、貨物名稱、項目名稱、泵類型為電潛泵，流量，揚程或壓差，到貨驗收證明文件（買方簽字的到貨驗收單）。
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)滿足上述業(yè)績要求的，均視為無效業(yè)績。

★The seawater lift pumps should be produced in its pump brand own manufactory and provide certificate or promise of origin. The OEM product does not accept by the purchaser (OEM means the product to be purchased are not directly from product bidder’s technology, but finished by others product maker except the logo of product belong to product bidder）.
海水提升泵應在其泵品牌制造廠生產(chǎn)，并提供產(chǎn)地證明文件或承諾。
招標人不接受貼牌產(chǎn)品（貼牌產(chǎn)品指的是需要采購的產(chǎn)品并不是直接來自產(chǎn)品提供商的技術，而是由其他的制造商完成后貼上其產(chǎn)品提供商的商標）。
